The 21 century is expected to be crueler than the 20 century. It is the free man only to cope with new challenges and threats. Results of the work of the international research team are illustrative that even absolutely democratic and liberal countries, such as Germany, are faced with serious problems around human rights and democracy. The point is about all-European liberal crisis that threatens the free man. This is the primary challenge against the fundamental right of man to the free and deserved life. No country or nation will survive unless European governments ensure concerted growth of freedom and responsibility of personality, social group and entire society. As a rule, reports of this sort call for an appropriate conclusion and recommendations to governments that violate human rights. However, it would be barefaced cynicism on our part to recommend governmental bodies of the leading country of Europe – Germany – ways of ensuring rights and freedoms of citizens of its country and migrants seeking to find a new, happier life and get the second chance of discovering a new Motherland in this country. For the government of Germany which is zealously and sequentially protecting human rights in other countries worldwide. We would like to wish sincerely that the concern for freedom and rights of other peoples would not turn into a sort of truncheon to promote its own interests and expand zones of influence but proceed from structurized value system to serve the man and citizen regardless of the state he resides.

What is to be recommended to the government of Germany that remained indifferent to numerous recommendations of international organizations, including the UNO, Council of Europe, International Amnesty, Transparency International, etc.?

It should be noted that in terms of challenges that embrace countries of the post-Soviet expanse, Central Asia and North Africa, the situation in the EU countries, particularly Germany, which is encountered with the system crisis of liberal values and decline of democratic institutions typical for the entire Eurasian space, seems to be much safer. Given the abundance of capitals, infrastructure and scientific and experienced personnel, Germany with its world’s highest living standards enjoys numerous advantages as compared with peoples of the East and the West struggling for their survival. Yet, it remains uncertain, whether EU countries will be able to safeguard their peoples against effect of system crisis against the background of the global economic crisis and related problems in the sphere of fundamental human rights in Germany as mentioned in the report?

Will a relatively rich German society be able to protect itself against demographic problems? Will Germany be in position to cope with globalization trends? Will it be able to overcome disengaging political tendencies, a growing rejection of ethnic neighbors and recent immigrants, a new tribalism?

It is rather difficult to receive replies to these questions after an initial acquaintance with such a complex state organism as the German state. The question is that at present Germany as a part of the EU is eager to develop its own constitutional form, and this process absorbs a greater portion of its political energy. At least, there is something common between EU and former post-Soviet politicians. While one region is struggling for integration, another is seeking to overcome disintegration. As viewed by German governmental officials, debates over prospects of the European unity are more important than the global growth of the population, climatic crisis and even crisis of the liberal political system.

The great power of the 21 century of which Germany is dreaming, is not a country to overwhelm others and attach them to its own good. Will Germany be able to act as such a country when adjusted for factors as set forth in our report? It is for you to decide.
